Colleges Compete Fiercely Amid Enrollment Declines

Facing declining enrollment and public scrutiny, colleges and universities in the United States are engaging in aggressive competition with each other for students. This intensified rivalry includes lobbying against proposals that could benefit community colleges, such as allowing them to award bachelor's degrees in specific fields to underserved populations. For instance, a proposal in Illinois to let community colleges offer bachelor's degrees to rural residents and working adults was met with opposition from four-year universities, with Senate Majority Leader Kimberly Lightford stating it would "cut into their business" by diverting students.

In parallel, four-year institutions are actively entering markets traditionally dominated by community colleges, including dual-enrollment programs and short-term workforce training. Highly selective universities are expanding early decision programs to secure applicants and prevent them from choosing other institutions. Admissions tactics have become more aggressive, with recruiters reportedly poaching students even after they have submitted deposits, a practice previously considered off-limits by admissions officers. Public universities are also offering incentives to attract high school graduates away from campuses in neighboring states, while private, nonprofit colleges are establishing satellite locations in areas already served by other institutions.

This heightened competition is a direct consequence of demographic shifts and declining high school graduating classes. Davis Jenkins, a senior research scholar at the Community College Research Center at Teachers College, Columbia University, noted that this "clash occurs when you have declining populations overall and declining high school graduating classes." The strategies employed by these institutions reflect a scramble for a shrinking pool of potential students, leading to a more cutthroat admissions and recruitment landscape across the higher education sector.
