Florida Governor Ron DeSantis proposed a plan to eliminate property taxes on most owner-occupied homes, aiming to provide relief to homeowners facing significant tax increases. The proposal, which would require legislative approval and voter consent via a November ballot, includes a critical deadline of January 1. Homeowners who own their primary residence before this date would be eligible for substantial tax reductions or elimination, while those purchasing after the effective date could be required to pay up to five years of property taxes. DeSantis stated that this measure, named Save Our Homes From Excessive Property Taxes, could eliminate property taxes for 60% of Florida homeowners.

Despite the potential financial benefit, real estate agents report that the impending deadline has not significantly influenced the current market. Buyers' primary concerns remain focused on other economic factors such as mortgage rates, overall affordability, and the cost of homeowners insurance. Jon Brooks, founder of Momentum Realty in Jacksonville, noted that these issues are currently the main drivers of buyer decisions, overshadowing the prospect of property tax elimination. This sentiment suggests a cautious approach from potential buyers, who may be waiting for further clarity or are prioritizing more immediate financial considerations.

The proposal arrives at a time when Florida's real estate market is identified as one of the riskiest in the nation. A report by ATTOM in May identified 12 of the 50 riskiest markets, characterized by declining home prices, underwater mortgages, high unemployment, and frequent foreclosures, as being located in Florida. This context highlights the existing financial pressures on homeowners and the broader economic vulnerabilities within the state's property sector. The effectiveness of DeSantis's tax relief plan in attracting out-of-state buyers, particularly in light of these market conditions and buyer priorities, remains to be seen.
