Education Researchers Warn Political Grant Review Could Reshape Studies

Education research organizations have voiced strong objections to a proposed overhaul of federal grant rules, warning that the changes could significantly reshape the landscape of academic inquiry. The proposed changes, put forth by the federal Office of Management and Budget (OMB) on May 29, would introduce a new review by political appointees for federally funded grants. This addition, according to critics, could make it more difficult to produce foundational bodies of evidence, similar to the decades of research that underpinned the "science of reading" movement. The OMB states the revisions aim to enhance accountability, transparency, and oversight of taxpayer-funded grants, with a target effective date of October 1.

However, in public comments submitted by the July 13 deadline, several prominent education research groups argued that certain provisions could have detrimental unintended consequences. These concerns include the potential for narrowing the scope of research questions that can be studied, allowing political considerations to unduly influence funding decisions, and disrupting ongoing research projects. The groups are advocating for modifications to the proposed rule and, in some cases, for the complete withdrawal of the overhaul.

Specific objections were detailed in letters from the National Academy of Education, which was joined by 19 other science and education organizations, the American Educational Research Association (AERA), and the Knowledge Alliance, a coalition representing approximately 20 education research organizations. A key concern highlighted by researchers involves the potential prohibition of federal funds for research examining differences in student outcomes across various groups, a critical area for understanding educational equity and effectiveness.
