Another significant entity is the Honenu organization, a legal aid group that provides legal defense for Jewish individuals accused of violence or extremist activities, including those occurring in the West Bank. Critics argue that Honenu's extensive legal support effectively shields perpetrators of settler violence from accountability, thereby emboldening further aggressive actions. By offering legal representation, the organization can inadvertently create an environment where such acts are perceived as having minimal consequences for the perpetrators.

Further contributing to the problem are smaller, more radical groups, often referred to as "hilltop youth." These young settlers, frequently operating in unauthorized outposts, are known for their direct and often violent confrontations with Palestinians and Israeli security forces.
