Ukraine Applies Business Tactics to Maximize Russian Losses, RAND Reports

Ukraine is strategically applying business principles to maximize Russian casualties and economic costs, aiming to erode Russia's will to continue the conflict, according to a recent analysis by the RAND Corporation. Researchers Gian Gentile and Andrew Radin highlighted in a note that Ukraine has achieved an attrition advantage, meaning it is eliminating more of Russia's troops and equipment than it loses, a feat considered counterintuitive given Russia's larger population and military. Instead of engaging in direct territorial battles, Ukraine's leadership, as outlined by former Defense Minister Mykhailo Fedorov, has prioritized inflicting higher and faster casualties on Russian forces.

This approach involves setting Key Performance Indicators (KPIs) for the military, mirroring corporate practices used to measure output. Ukraine's KPIs reportedly include eliminating 200 Russian troops for every square kilometer of territory gained and a monthly target of at least 50,000 Russian soldiers killed. Fedorov also spearheaded a "mathematics of war initiative" to collect data and enhance the efficiency of this attrition strategy. A notable component of this initiative is Ukraine's "ePoints" system, believed to be a pioneering effort in military strategy. Drone operators submit video evidence of their combat successes as entries into a competition, with higher scores earning points.

These points are redeemable in an online government marketplace for additional drones, which are then deployed back into combat operations. This cyclical system incentivizes effective drone warfare and contributes to the overall attrition strategy. Current estimates suggest Ukraine is successfully killing or wounding between 30,000 and 40,000 Russian troops monthly, a rate that surpasses Moscow's capacity to replace its losses through new recruitment. This sustained high level of casualties, coupled with the economic strain on Russia, forms the core of Ukraine's strategy to achieve a decisive advantage.

The RAND researchers observed that this focus on attrition, rather than territorial gains alone, represents a departure from some earlier strategic suggestions made at the war's outset. By systematically degrading Russia's military strength and imposing significant economic burdens, Ukraine aims to compel Moscow to reconsider its objectives and potentially withdraw. The "ePoints" system, in particular, demonstrates an innovative integration of technology, data analysis, and incentive structures to optimize military effectiveness and sustain the attrition campaign.
