Overton, who holds a medical doctorate and serves as deputy director of the White House Domestic Policy Council, has been a key figure in the administration's health initiatives and is considered a trusted ally of President Trump. Her appointment comes as the FDA faces a complex landscape of competing priorities, including President Trump's specific health agenda, the anti-regulatory stance of traditional Republicans, and the anti-corporate positions advocated by Health Secretary Robert F. Kennedy Jr. These challenges were also faced by the previous FDA commissioner, Dr. Marty Makary, who resigned in May, leaving behind ongoing projects related to ultraprocessed foods, antidepressants, and COVID-19 vaccines.

In a Truth Social post, President Trump referred to Overton as a "rockstar," highlighting her intelligence and respected status. He stated that she would advance his key objectives, which include accelerating the development of cures, fostering innovation, reducing drug prices, and supporting Kennedy's "Make America Healthy Again" movement. Overton has been a vocal proponent of Trump's health policies. Her academic background includes attending medical school at the University of New Mexico and earning a doctoral degree in clinical investigation from Johns Hopkins University, according to her LinkedIn profile. Prior to her role in the current administration, she was the chief policy officer at the America First Policy Institute, a conservative think tank.

Overton has recently appeared alongside President Trump at significant events to promote major health projects. These have included "most favored nation" agreements aimed at lowering drug prices by aligning them with those in other developed countries. She also stood with the president during the unveiling of a controversial vaccine order that proposed separating the measles, mumps, and rubella (MMR) vaccine into three distinct immunizations, a move that contradicted recommendations from medical organizations. At an Oval Office event promoting this order, President Trump made unsubstantiated claims regarding the number of vaccines administered.
