Trump Administration to Repeal Biden's Climate Rule

The Trump administration is preparing to dismantle the last significant climate regulation enacted by the Biden administration, specifically targeting carbon emissions from the electricity sector. This move, expected to be announced by the Environmental Protection Agency (EPA) this week, would effectively remove federal mandates for power plants to reduce their carbon output. Coal is identified as the dirtiest major energy source, responsible for nearly half of cumulative global carbon emissions since the Industrial Revolution, more than oil and natural gas combined, and generates significantly more carbon dioxide per unit of energy. Climate experts widely agree that phasing out coal power is the most impactful action the world can take to mitigate global warming.

For nearly two decades, the United States has experienced policy shifts regarding federal efforts to accelerate the transition away from coal. Following the failure of a carbon tax proposal, the Obama administration introduced the "Clean Power Plan," designed to compel electric utilities to decrease emissions by moving away from coal. President Donald Trump rescinded this regulation during his presidency, and the Supreme Court subsequently ruled that a president could not unilaterally mandate utilities' abandonment of coal. In response to the Supreme Court's decision, the Biden administration's 2024 rule offered utilities an alternative: either retire their coal plants by the 2030s or install new equipment to capture nearly all carbon dioxide emissions from their smokestacks. Either option was projected to result in a substantial reduction in carbon emissions from the power sector.

The Trump administration's impending repeal of this rule mirrors its earlier decision to eliminate climate regulations for motor vehicles. The EPA reportedly plans to justify this action by asserting uncertainty regarding climate change science and by claiming that the repeal will lower consumer electricity costs. This proposed rollback represents a significant departure from the Biden administration's climate agenda and could have substantial implications for the United States' commitment to reducing greenhouse gas emissions.
