Sudan's al-Burhan Offers Immunity for Dialogue

General Abdel Fattah al-Burhan, the de facto leader of Sudan and commander of the Sudanese Armed Forces (SAF), has pledged temporary immunity and legal protections for participants in a proposed Sudanese national dialogue. This initiative aims to foster a resolution to the ongoing conflict that began in April 2023. The offer, made in a televised address on June 18, 2024, explicitly rules out any possibility of a return for Mohamed Hamdan Dagalo, widely known as Hemedti, the commander of the paramilitary Rapid Support Forces (RSF). Hemedti and his forces have been at the center of the conflict, which has displaced millions and led to a severe humanitarian crisis.

Al-Burhan stated that the dialogue would be inclusive, inviting all political and societal forces, with the exception of those who have committed "crimes against the state and its citizens." This exclusion is understood to target Hemedti and key figures within the RSF. The SAF commander emphasized that the dialogue would be a Sudanese-led process, free from external interference, and would focus on establishing a framework for a transitional government and future elections. He reiterated his commitment to stepping down and making way for a civilian government once a political agreement is reached and a sovereign council is formed.

The pledge comes amidst escalating violence and a deepening humanitarian catastrophe in Sudan. The United Nations has warned of widespread famine, and millions have been forced to flee their homes, seeking refuge both internally and in neighboring countries. International efforts to mediate a ceasefire and facilitate a political solution have so far yielded limited success. The RSF, which controls significant parts of the capital Khartoum and other strategic areas, has not yet responded to al-Burhan's dialogue proposal. The inclusion of temporary immunity is a significant concession, intended to encourage participation from individuals and groups who might otherwise fear reprisal. However, the exclusion of Hemedti presents a major hurdle, as he remains a central figure in the ongoing power struggle.

Al-Burhan's announcement also touched upon the broader political landscape, emphasizing the need for a unified national vision to rebuild the country. He stressed that the dialogue would address critical issues such as national security, economic reconstruction, and the establishment of a democratic system. The SAF commander's address was seen by some analysts as an attempt to consolidate his political position and garner domestic and international support for his proposed path forward, while simultaneously signaling a firm stance against the RSF leadership. The effectiveness of this initiative will depend on the willingness of all parties to engage in good-faith negotiations and the international community's ability to support a genuinely inclusive and peaceful resolution.
