Philippine Defence Chief Accuses China of Coercion

Philippine Defence Secretary Gilberto Teodoro Jr. publicly accused China of coercion, bullying, and aggression after a Chinese official handed him a note during a panel discussion at the Shangri-La Dialogue in Singapore on June 2, 2024. The incident occurred while Teodoro was participating in a panel titled "Cooperation and Competition in a Contested Region." According to a statement released by the Philippine Department of National Defense, the note was presented by a Chinese official, and Teodoro perceived the act as an attempt to disrupt the proceedings and intimidate him. He stated that such actions are characteristic of China's broader pattern of behavior in the South China Sea, which the Philippines refers to as the West Philippine Sea.

Teodoro elaborated that the note's contents were irrelevant to the disruption it caused. He emphasized that the act itself was a demonstration of coercion and bullying, aimed at silencing or influencing his participation. The Defence Secretary asserted that this incident reflects a larger strategy by China to assert its expansive maritime claims through assertive and often aggressive tactics, which he characterized as "wolf warrior diplomacy." He further stated that the Philippines remains steadfast in its commitment to defending its sovereignty and maritime rights, regardless of such pressure tactics.

The Shangri-La Dialogue is an annual security summit hosted by the International Institute for Strategic Studies (IISS), bringing together defence ministers, military chiefs, and security experts from across the Indo-Pacific region and beyond. The event serves as a crucial platform for discussions on regional security challenges, including territorial disputes, military modernization, and international cooperation. Teodoro's strong condemnation of China's actions during this high-profile forum underscored the escalating tensions between the two nations over the disputed South China Sea.

This confrontation follows a series of maritime incidents in the West Philippine Sea, where the Philippines has accused the China Coast Guard and maritime militia of harassing its vessels, including those engaged in resupply missions to the BRP Sierra Madre outpost on Ayungin Shoal. The Philippines has consistently called for adherence to international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), and the 2016 arbitral ruling that invalidated China's sweeping claims in the South China Sea. China, however, continues to reject the ruling and maintains its historical claims over most of the disputed waters. Teodoro's remarks at the Shangri-La Dialogue signal the Philippines' resolve to continue highlighting China's assertive behavior on the international stage.
