Macron Hosts Zelenskyy, Starmer, Merz for Ukraine Talks

French President Emmanuel Macron hosted Ukrainian President Volodymyr Zelenskyy, UK Labour leader Keir Starmer, and German CDU leader Friedrich Merz in Paris this week for discussions concerning Ukraine's ongoing conflict with Russia. The meeting, described as a "coalition of the willing," aimed to leverage Ukraine's recent military advances to potentially prompt negotiations with Russian President Vladimir Putin. The summit occurred as the European Union announced new sanctions targeting "Russia’s malicious cyber ecosystem" that has been directed at EU member states and international partners.

The EU's new sanctions are a response to cyber activities that have included infiltration of governmental networks and sabotage of critical infrastructure. Specific countries targeted by these Russian cyber operations include France, Germany, Poland, Cyprus, the Netherlands, Austria, Slovakia, Romania, and Finland. In France, the 16th Centre has reportedly been engaged in cyber espionage against strategic governmental entities since 2010 and the defense industry in 2025.

The EU statement strongly condemned Russia's actions, highlighting the misuse of its cyber ecosystem to target public services and critical infrastructure, leading to disruptions and financial losses. The discussions in Paris are expected to focus on continued European support for Ukraine and strategies to achieve a lasting peace.
