Intern Arrested at NATO HQ Suspected of Spying for Third Country

Belgian authorities arrested a Canadian intern working at the operational headquarters of the NATO military alliance on suspicion of espionage. The Federal Prosecutor’s Office initiated an espionage investigation following a tip from NATO's security services. The suspect, identified as a Canadian citizen of Chinese origin, was detained on Friday after her home and workplace within NATO's command center were raided. Prosecutors stated she is suspected of spying on behalf of a third country and being a member of a criminal organization.

The strategic headquarters of the Allied Powers, known as SHAPE, is located in Mons, Belgium. SHAPE is responsible for planning and commanding joint strategy, tactics, and operations for the alliance. NATO's Cyber Security Centre is also based at SHAPE. Despite the arrest, military officials confirmed that NATO or SHAPE operational readiness, command and control arrangements, or ongoing tasks have not been adversely affected, and SHAPE continues to operate without interruption. Col. Martin L. O’Donnell, a spokesperson for SHAPE, provided this assurance.

Both Canada and Belgium are members of the 32-nation NATO alliance. In 2021, NATO identified China as a security challenge, citing its efforts to undermine global order, develop its military opaquely, and conduct destabilizing disinformation campaigns. NATO leaders have characterized Beijing's goals and assertive behavior as systemic challenges to the rules-based international order and areas relevant to alliance security. The Chinese government has previously denounced such statements, asserting its military buildup is defensive. The arrest occurs at a critical juncture for the alliance.
