St. Louis Initiative Empowers Artists With Homeownership

The Art Place Initiative (API), a St. Louis-based organization, is actively working to revitalize lower- to moderate-income neighborhoods by enabling local artists to achieve homeownership. This approach directly counters the traditional pattern where artists contribute cultural value to underinvested areas, only to be priced out by subsequent market-rate development. API aims to ensure that artists who contribute to a neighborhood's wealth also benefit from its appreciation.

Founded in 2019, API was established in response to the Gravois-Jefferson Historic Neighborhoods Plan, a community-led initiative focused on enhancing arts amenities, creating affordable housing, implementing long-term affordability models, and facilitating the transition from renting to owning in St. Louis neighborhoods. The initiative is a collaborative effort involving three key organizations: the Incarnate Word Foundation, the Kranzberg Arts Foundation, and the Regional Arts Commission.

The Incarnate Word Foundation focuses on funding organizations that address the root causes of poverty and racial disparity. Concurrently, the Kranzberg Arts Foundation provides essential infrastructure, resources, and performance venues to support the local arts community. The Regional Arts Commission, the largest public arts funder in St. Louis, contributes by offering grants and resources, and by reallocating a portion of local hotel and motel taxes to public art projects.

To launch its program, API collaborated with the city land bank to secure 24 parcels of land within a concentrated area in the Gravois Park neighborhood of South City. This strategic acquisition allows API to develop properties that will be made available for artists to purchase, thereby embedding artistic presence and economic stability directly into the community fabric.
