Congress Seeks Hearing with Mayor Bass on Homelessness Funding

Congressional Republicans have requested Los Angeles Mayor Karen Bass to appear at a Capitol Hill hearing on September 15, 2023, to address controversies surrounding federal funding for the city's homelessness initiatives. The request comes from Representative Tim Burchett (R-TN), who chairs the House Subcommittee on Delivering on Government Efficiency. Burchett also sought additional information about the Los Angeles Homeless Services Authority (LAHSA). The U.S. Department of Housing and Urban Development (HUD) recently halted funding to LAHSA, an organization that had received nearly $1 billion in taxpayer funds since 2021 for its anti-homelessness efforts. HUD Secretary Scott Turner indicated that these funds may have been misallocated, stating that "Los Angeles officials have not adequately protected federal taxpayer dollars" and that many recipient nonprofits are not using the allocated funds for their intended purposes. Mayor Bass's office had not immediately commented on the hearing request. However, the mayor's office previously informed Realtor.com that it was already distancing itself from LAHSA due to its own set of controversies, including allegations of misused funding. In June, Mayor Bass stated that "threatening federal funds does nothing to house people and jeopardizes the progress Mayor Bass has led to reduce homelessness for two years in a row, after it only went up in Los Angeles for years." She further urged HUD to collaborate with the City of Los Angeles to ensure necessary funding for homelessness reduction, warning that "ultimately people will lose their lives." Republicans have also expressed criticism of California legislators, citing HUD data that reported a nationwide 27% increase in the homeless population since 2013, despite increased funding directed at the issue. Homelessness has become a significant campaign issue for Mayor Bass, who is currently seeking re-election. Reality TV personality Spencer Pratt is also running for Mayor and has presented his own proposals for addressing homelessness. LAHSA, established in 1993 by Los Angeles City and County, is responsible for coordinating government funding from federal, state, and local sources to combat homelessness within the region. The organization's role in managing substantial federal funds, coupled with allegations of mismanagement, has placed it under increased scrutiny from federal lawmakers. The congressional hearing aims to investigate the effectiveness and accountability of federal dollars allocated to address the complex issue of homelessness in Los Angeles.
