Prosecutors stated that members and associates of the Hoover gang, based in South Los Angeles, acted as pimps in this operation.

These individuals allegedly recruited minors and women, some of whom were runaways or in foster care, between February 2021 and June 2026. They were lured into sex work through false promises of a better life or subjected to violence. The arrests are part of ongoing efforts by California authorities to combat human trafficking in the region. The U.S. Attorney's Office for the Central District of California announced the arrests, highlighting the involvement of a South LA motel manager among the defendants.

The investigation revealed a pattern of exploitation that preyed on vulnerable individuals, utilizing coercion and deception to force them into sex work.
