Congress Passes Landmark Housing Bill, Eyes Midterm Reforms

The 21st Century Road to Housing Act, a comprehensive housing package with over 40 provisions designed to reduce home construction costs and encourage new housing supply, has officially become law. This bipartisan legislation, which underwent six months of negotiation and faced political challenges, is being hailed as one of the most significant housing measures enacted in decades. Congressional leaders expressed optimism that this achievement demonstrates the ability of both parties to collaborate on addressing issues that impact everyday Americans.

Following the passage of this landmark bill, lawmakers are now considering other potential housing reforms as they approach the crucial midterm elections. The focus remains on tackling various affordability challenges within the housing market. House Financial Services Committee Chair Rep. French Hill (R-AR) clarified the intent behind language restricting large investors in the housing market, stating it is not meant to penalize housing trusts or nonprofits, nor force companies to sell units or reduce the supply of rental, student, or military housing.

Rep. French Hill has requested that the Department of the Treasury consider specific exceptions when formulating future rules. He highlighted that certain housing types, such as senior living communities, should be exempt as they are unrelated to the core problem the bill aims to address. The legislative process involved navigating differing definitions of investor size and addressing concerns from the build-to-rent industry that the proposed rules could hinder supply. The significant role of small investors in the housing market was also a point of consideration during the bill's development.
